    Baine Kerr is a researcher in the project Translating Climate Science for International Law. He is examining how evidentiary standards can and should be used to assess the admissibility and credibility of climate science in international law. Baine also helps coordinate the related Sci-Lex forum and teaches Public International Law LL.M courses.

    Baine received his PhD from Utrecht University in June 2024. His dissertation, entitled 'Climate Obligations for International Shipping,' consisted of four law review articles that identified what states and the International Maritime Organization must do to reduce climate pollution from the international shipping sector. His dissertation can be viewed here. Baine has also published on international aviation and climate change, international carbon markets, and the protection of biodiversity beyond national jurisdictions. During his PhD, Baine was a visiting researcher at the Oxford University Faculty of Law and the University of Copenhagen Center for Climate Law and Governance. 

    Before entering academia, Baine was a Deputy Attorney General at the California Department of Justice in Los Angeles. He worked in the Land and Conservation Law Section and the Criminal Appeals, Writs, and Trials Section. He also served as a Research Attorney for Presiding Justice Norman Epstein of the California Court of Appeal. He has an LL.M from Utrecht University (cum laude), a J.D. from UCLA School of Law, and a Bachelor of Arts in Sociology from Vassar College.
